Policy Statement

MOE Foundation is committed to safeguarding the wellbeing and rights of all adult learners, and those who work within and on behalf of MOE Foundation.

Who This Policy Applies To

This policy applies to all trainers and administrators working with our organisation.

Legal Framework

This policy is informed by:

• Care Act 2014
• Data Protection Act 2018 / GDPR
• Prevent Duty (where relevant)

Definitions

• Adult at risk: A person aged 18+ with care and support needs who is unable to protect themselves from harm or exploitation.
• Abuse: Can be physical, emotional, sexual, financial, neglect, or discriminatory.

Roles and Responsibilities

• Safeguarding Leads: Oversees policy implementation, staff training and manages concerns. The Safeguarding Lead(s) are Debra Broadhurst debra@moefoundation.com and Tracey Clay, tracey@moefoundation.com. An alternative contact is Sue Bratton, sue@moefoundation.com.
• All staff, contractors and volunteers: Must report concerns, complete mandatory safeguarding training, and maintain appropriate professional boundaries as outlined in the MOE Foundation Code of Conduct. 

Reporting Concerns

If you are concerned about a participant or anyone who works within or on behalf of the MOE Foundation:

• Record what you’ve seen/heard (factually, not opinion).
• Report it immediately to the Safeguarding Lead.
• In emergencies, contact police or adult social care directly.

Confidentiality and Data Protection

Information will only be shared with relevant agencies on a need-to-know basis and in line with data protection laws.

Safer Working Practices

• Respect privacy and dignity.
• Avoid lone working where possible.
• Use organisational systems for communication with learners.

Training and Supervision

The Designated Safeguarding Lead(s) or DSL(s) attend an approved Adult Safeguarding Course.

On completion of that course, they create an easy to access online ‘Safeguarding Training’ for all MOE staff, trustees and sub-contractors to attend and they will review the MOE Safeguarding Policy to ensure it covers all elements the approved course has highlighted.

The DSL(s) will document anyone who works for MOE and keeps a log of when their safeguarding training was completed and the date of the next training. All trainer, supervisors, assessors and HQ team members must complete safeguarding training by November 2026 or within their first month of joining MOE Foundation and refresh this annually. 

THE DSL(s) will attend refresher Adult Safeguarding Training and will review the congruity of the MOE training and policy before refreshing the training of staff.

Should the designated DSL(s) no longer work with MOE – a replacement DSL(s) will be designated, and they will use their existing MOE Safeguarding Training to meet the obligations of that role, and attend an approved Adult Safeguarding Course when the refresher date would have fallen due.

Policy Review

This policy will be reviewed annually by the trustees or following any safeguarding incident, legal change, or organisational restructure.
